Groups - DITA 1.1 XSDs (dita1.1_refact.zip) uploaded

This is the refactored version of the schemas that was approved on Feb. 06,
2007 by the TC.

It also includes a couple of fixes.  

- In ditaarch.xsd make value for DITAArchVersion default instead of
fixed.
- In metaDeclMod.xsd fixed copyrholder class attribute value.

For those who have a stake in the schemas, please review them  as soon as
possible. I created a small XSL stylesheet to make sure I did not miss
moving any class attributes.

I'll keep extending the this stylesheet to include other xml schema checks
for the class attribute.  I'll be running the schemas through some other
testing over the weekend.  I'll be monitoring my email this weekend.  If
