DITA 1.2 Suggestion - Add targetwindow attribute to xref

Add a targetwindow attribute to the xref element. When transformed to a hypertext output, the resultant link would use the targetwindow value for the name of the window to use to display the topic. For HTML, this would transform:

<xref href="xxx" targetwindow="fred">
to <a href="xxx" target="fred">

For other outputs, the windowdef information stored in the ditamap (see earlier suggestion) with a name corresponding to the targetwindow value would be used to construct the target window configuration.

This attribute would only apply to hypertext output processing.
