A few notes on the latest upload:
* It contains the latest draft in TOCJS format.
* It incorporates all review comments I've gotten to this point, *except* a
few updates related to machinery topics that I need to look at.
* New topics have a "1.2>" flag at the top and "<1.2" flag at the bottom.
The flags were created by my generous co-worker (Samuel Meyers).
* New or heavily modified sections within each topic have smaller versions
of the flag.
* Sections with typo corrections or minor wording edits are not flagged.
* There are a few items I'm still following up on (many of which went to
the list this week). Those are typically highlighted by draft comments.

When I started working on the Lang Spec, I wanted to use keyref. There was
no keyref support at that time, so I hacked my copy of the DITA Open
Toolkit to resolve all of the keys. Now I need to move to a recent version
of the DITA-OT with true keyref support. I created my keys before keyref
was complete, which means I also need to ensure my initial setup was valid.
Once I'm sure that anybody can generate the spec with a non-hacked toolkit,
I'll upload the source (hopefully by Friday). I haven't created CHM
versions of the spec yet, because I'd rather focus on the source issue
right now; those will come soon as well.
