Learning and Training Proposal: Make learningBasebody Optional

The current learningBase module requires learningBaseBody within the
learningBase topic type. Since DITA 1.1, topic has not required body and
there is no particular reason for the Learning specialization to require it.

Content model change:

Make (%learningBasebody;) particle optional in default content model for
learningBase topic type:

                         (%shortdesc; |

                         (%learningBasebody;)?,

And equivalent for XSD module.

Specification Changes:

- Update the language reference to reflect the content model

Implications for Processors:

- None (it is unlikely that the lack of an empty body element would confuse
any processors).
