Subject: 1.3 Issue: Allow <tgroup> With <fig>/Allow
There are cases where tables are used to achieve purely graphical effects in what are semantically figures (for example, using a table to create a form), where the table could be replaced by the equivalent graphic. I can't see any reason not allow <tgroup> within <fig> to handle this case. <fig> already allows <simpletable>, so there's a precendent. But <simpletable> is not sufficient to satisfy the general requirement for using tables for graphical effects (it doesn't allow spanning). Semantically, <tgroup> and <simpletable> are equivalent in that they are untitled containers of rows, differing only in the sophistication of how they can be configured. By the same token, <table> should allow <figgroup>, <image>, <lines>, and <pre>, which are the elements that can provide representations of tables (I don't see a need to allow of %fig.content; within table, only things that can reasonably provide tabular information). This would make <fig> and <table> symmetric in recognizing that tables can be graphics.
