No it isn't (going to mess up all the conrefs we have set up in DITA 1.1
between ditabase or topic and Task).

None of the conref compatibility issues are really new to DITA 1.2, we'e
had the same sorts of issues related to domains all along. It is just
that the introduction of General and constrained Tasks in DITA 1.2 has
raised the visibility of the issue.

We do need to fix ditabase so it includes constrained Task rather than
general Task or we will have problems, but I think we've agreed to make
that fix.
