Right. It isn't always a DITA element that is referenced at the other
end of the relationship.

	An attribute, such as @conref, @conkeyref, @keyref, or @href, 
	that is used to specify the location of a resource. 

	An attribute, such as @conref, @conkeyref, @keyref, or @href, 
	that is used in a referring element to specify the location
	of a referenced element or other resource.
