Hi Eliot,

That is due to the original design of the shortcut element. It's intended
to be used to highlight the shortcut key for a menu item; as such, it is
available as a child of <uicontrol>. It wasn't originally intended to be
allowed all over, which is what would happen if it was in the ENT file as a
general replacement for keyword.

Not arguing against a change, if that's what the TC wants - just noting
that this is actually by design.
