Noting concerns from TC discussion:
- that we have guidelines for use that
ensures we do not lose the rigor of thought that currently goes into clearly
delineated domain specializations
- that we have notes on usage that suggest
ways to "prune" unwanted tags from included DTD/XSD modules for
the sake of validation performance

Just to get this on the books - we still
need to work out the details to see if it would be feasible.
The goal would be to allow any structural specialization (like task) to
be reused in whole or in part as a domain by another structural specialization.
For example, a troubleshooting topic could reuse the <steps> part
of <task> as a domain, allowing <steps> markup to be reused
without having to account for all the other markup in <task>.
