RE: [dita] Proposal: Allow <xref> within <shortdesc>

I don’t care how you make optional modules available as long as they are very well separated from the main DITA 1.3 deliverables (documentation and grammar expressed in DTD or XML Schema format with the corresponding catalog).

 

The main DITA 1.3 deliverables should include the only basic pieces that let you author in DITA without using any specialization, neither a custom one nor one supplied by the DITA TC.
