I use basically only one resource that is "in the cloud"--Scott Prentice's pop-over styled packaging of OASIS URLs in a sort of web help version. It is very easy to remember the URL, too (good domain catching, Scott!):

I can see OASIS providing browsing shells like this for each audience type, making use of the dita.xml.org domain which is not too bad to remember.
