Are your current stage-2 proposals truly necessary?

I want to urge TC members who own stage-2 proposals to consider whether 
they are truly needed. A useful criteria -- thanks to Chris Nitchie -- 
might be "DITA 1.3 can get by without it even if the next version is 
several years out."

We currently have 22 proposals at stage 2, and since we are considering 
an August 1 deadline to have stage 2 proposals approve, we need to 
reduce the list of stage-2 proposals.
