Proposal 13024: Meaningful Values for @type on xref

I've reviewed the linked emails on this proposal and the current wording in
the "The type attribute" topic and it looks like the basic change discussed
in 1.2 to allow "foo/bar" as valid values on @type was done in 1.2

Other than a small change to that topic stemming from the cross-deliverable
linking proposal (change '@scope is not "local"' to '@scope is "external"'),
I don't see any obvious need to change anything, certainly not at the cost
of another proposal in the pipeline.

Unless someone objects I will withdraw 13024 as either not needed or already
done.
