Since I've been on the ISO WG7 for many years and am now actively engaged as the chief author of the new 26531 content management standard, I've learned a lot about the process. For our current standard, we are cooperating with the IEEE. Both ISO and IEEE
have held first votes on this standard, with a raft of comments for us to take into account. Both organizations had high percentage votes in favor (IEEE was 95%). We have had to conform to some of both standards. We are using ISO language throughout (shall,
should, may) but we had to make some changes in the draft to comply with the IEEE guidelines prior to submitting it for their vote. Generally, I have found these groups to be more picky than OASIS about language and format.
I do think getting DITA out under ISO would be a huge benefit and attract more attention, especially in Europe and Asia.
ISO documents are unfortunately published in MSWord although rumor has it that they may change. I wrote the standard in DITA, of course, and then output to RDF. One of the WG7 editors but everything into the ugly Word format for the reviews. A real pain
using Word, as you can imagine.
Anyway, I think we should look into this. I've thought so from the beginning of our DITA effort.

I copy Jamie on my reply because can speak much more thoroughly on this subject than I can. He has a lot more experience with standards submitted to the ISO than I do.
Given that the TC will be publishing the specification from DITA, there *may* be some coordination issues with the ISO in getting it through their publishing process. Pure speculation on my part but something that might have bearing.
The bigger issue though that occurs to me is that you are, effectively, gaining a partner here. That is, by making the submission to the ISO (or any other standards organization for that matter) you are making certain commitments and taking on certain
obligations for the future. For example, you are making the commitment to keep the partner organization apprised of changes in the future and, should you have the next iteration reach OASIS Standard three years down the road, that you will submit that update
to them.
I don't believe this is necessarily onerous. It certainly does not appear to have prevented any TCs from continuing to work on their specs. If maintenance is retained by the TC - and that is how we do all our submissions - then there is no concern with
the OS somehow forking or having the other org block your future developments.
