Scott, this is not the form that we need for a revised proposal. Instead of uploading edited copies of the spec topics, please edit the DITA source of the stage 3 proposal to indicate where any examples go.

If you need to pull an entire spec topic into your proposal, you can do so by using @conref. If you do that, please indicate your revisions with the @rev attribute. (I see that you have do that in the revised spec topics.)

Build your XHTML and PDF output, and be sure to use a DITAVAL file to flag any revisions in whole spec topics that are included.
