Apologies for the delay. My findings match Bob's exactly, and I agree with his recommendations. Additionally, the spec usually refers to "RELAX NG", but there are a number of instances where it refers to "RelaxNG" (no space). These should be made consistent. The uses of "RelaxNG" are:

  • /archSpec/base/architectural-attributes.dita (in a draft comment)
  • /langRef/containers/mathml-d.dita
  • /langRef/containers/SVG-elements.dita
  • /langRef/base/subjectHead.dita
  • /langRef/technicalContent/bookmeta.dita
  • /langRef/base/linklist.dita
  • /langRef/base/linkpool.dita (same text as previous; @collection-type description)
  • /langRef/base/ditavalref.dita (in a draft comment)
  • /archSpec/base/cascading-in-a-ditamap.dita (in a draft comment)

Current situation

The 1.3 specification contains mentions of RNG to DTD and XSD generation in the following topics:
  • Recognized XML-document grammar mechanisms
    (archSpec/base/recognizedconstraintmechanisms.dita)
  • Using RELAX NG for document type shells, vocabulary modules, and constraint modules
    (archSpec/base/using-relax-ng.dita)
  • Generating DTD and XSD modules from RELAX NG
    (archSpec/base/generating-other-grammars-from-relax-ng.dita)
In Recognized XML-document grammar mechanisms, the mention is this:

In addition to this, the following draft-comment appears in topic Non-normative references (introduction/non-normative-references.dita)



Recommendations
  • In topic Recognized XML-document grammar mechanismsreplace the "open source ... " sentence at the end of the topic with a reference to topic Generating DTD and XSD modules from RELAX NG

  • Have topic Using RELAX NG for document type shells, vocabulary modules, and constraint modulesand  topic Generating DTD and XSD modules from RELAX NG conref the "generating note" from the same source

  • Change the "generating note" to read as follows:
Open-source tools are available for generating conforming DTD- and XSD-based document type shells, vocabulary modules, and constraint modules from RELAX NG grammars. See [DITA RNG2DTDXSD].

Where [DITA RNG2DTDXSD] is an xref to introduction/non-normative-references.dita
  • In topic Non-normative references, take [DITA RNG2DTDXSD] out of draft-comment and word it as follows:
The utilities that the DITA Technical Committee used to generate DTDs and XSDs from the normative DITA RNG sources can be downloaded <here>. These utilities are offered "as-is".
