Progress on constraints review

The constraints review (part 1?) is completed and archived. See https://www.oasis-open.org/apps/org/workgroup/dita/document.php?document_id=54968

That said, there is still outstanding editorial work:

• Integrating weak and strong constraints into content about compatibility between document types in regard to conref resolution. (The DITA 1.2 only addressed conref pull, and the spec must cover conref push.)
• Editing the topics about XSD and RNG coding requirements to match the edited DTD coding requirements topic.

Completing the editorial work also requires TC agreement on the following content:

• "Constraint rules" topic (posted to list on 24 January)
  
• Content regarding definition of strong and weak constraints and their processing implication (posted to list on 26 January, contains normative statements)
  
• "DTD: Coding requirements for constraint modules" topic (posted to list on 27 January)
