Just a few things - very close... 

A number of the links (e.g. This version) are italicized. Make them plain. 

Latest version links are http://docs.oasis-open.org/dita/dita/v1.3/dita-v1.3-csd01-part0-overview.xxx. The csd01 needs to be removed so that the links are http://docs.oasis-open.org/dita/dita/v1.3/dita-v1.3-part0-overview.xxx. That also has to change in the citation block. 

The TC link needs to be to https://www.oasis-open.org/committees/dita/

The '2005' should be removed from the copyright statement in the footnote 

In PDF, the footer should appear on the first page 

In Part 1, the footer still has WD- at the start of the filename
