Draft of message to promulgate about links to DITA 1.3 spec -- Needs massaging

As usual, it's taking a while for Google rankings to do the right thing when someone searches on DITA 1.3. Currently, such a search does not return the official OASIS pages for DITA 1.3.

The DITA TC wants to ask the DITA community to help by adding hyperlinks to their company and personal Web pages that link to the official OASIS page. Here is the official DITA 1.3 page that we want people to link to:

If you want to link to a specific topic in the specification, please link to smallest package that contains that element. For example:

• For the topic about <p>, link to http://docs.oasis-open.org/dita/dita/v1.3/os/part1-base/langRef/base/p.html
  
• For the topic about <task>, link to http://docs.oasis-open.org/dita/dita/v1.3/os/part2-tech-content/langRef/technicalContent/task.html
