issue or maybe reasons as why to reorder the sections within the

The topic has a lengthy example about @keycol -- which appears
before the Attributes section.

The @keycol attribute is listed in the linked-to "simpletable attribute group" -- that one lists @keycol, @relcolwidth, and @refcols. That ended up as a separate topic because full DITA 1.3 has 2 additional simpletable specializations that reuse the same set of attributes (<choicetable> from tasks and <properties> from reference):
