We have NO control over line breaks on our cover pages; that would involve new style sheet processing.

The changes are fairly minimal (after other fixes are applied to the "cn01" version).

- We can keep the date as "07 November 2017".

- Every occurrence of "cn01" (and associated hyperlinks) is changed to "cnprd01". (Including "Additional artifacts" - also page footer in the PDF)

(Note there is no change needed for the "Latest version" links.)

- The stage name (subtitle) changes from "Committee Note 01" to "Committee Note Draft 01 / Public Review Draft 01".

-- Note the vertical line spacing in the main subtitle is a "soft return" and not a new paragraph, so the vertical separation of "Committee Note Draft 01 /" from "Public Review Draft 01" is less than the separation between "Public Review Draft 01" and "07 November 2017". (I see this is nothing new for you in DITA - it worked fine in [1]).
