My understanding was that %-ish things were sortof constants and $-ish things were sortof functions. I tried for a while to continue the conventions but eventually gave up, especially when I found that I wanted to set some of the %-ish ones from the command line and on Windows that's just a pain because you have to double-escape the %-sign. In short, it's not very meaningful and I wish I'd ripped it all out years ago.
