DOCBOOK-APPS: Tables

I've had a complaint that a table,
as rendered by Norms XSL stylesheet is not 
being seen by Netscape 4.72, under Linux Red Hat 2.2

If anyone else is using a similar configuration,
would they do the honours and see if it is
coming out as plain text.
