Don't know, as no one on IRC could tell me how to do that. Specifically,
I need to make sure that I can selectively determine whether or not TeX
uses this new definition, preferably from the commandline.

The toolchain is already sufficiently baroque. I really don't want an
enduser to have to go copying lines from sample config files in to their
TeX config files, particularly when most of them probably know less about
TeX than I do.

Is this possible?

hundreds if not thousands of dollars. Thinking before posting, priceless.
