DOCBOOK-APPS: Website DTD

Hello,

with Website DTD the attribute list of <webpage></webpage>  has this as one of
the attribute 
navto  yes|no  "yes"

this is default for the link to appear in "navtoc" i guess but if i change it
to 

<webpage id="xyz" navto="no">
the rest of the webpage stuff goes here
</webpage>

but nothing seems to be happening.
still the page appears as a link in navtoc . 

any idea how to fix this ?

some code fragement from the xsl file etc
