DOCBOOK-APPS: olinks

I suspect this is largely a question for Norm, but others may have some
experience with this as well.

We're looking for a mechanism that allows us to replace xrefs with something
that will always resolve.  As I'm sure everyone is acutely aware, for an
xref to work the target ID must be within the XML instance.

Olinks potentially solve that problem, but I'm not sure how much support for
them is included in the DocBook XSL stylesheets.  I've been puzzling through
the XSL code to figure this out, but if anyone has used them I would greatly
appreciate some guidance.
