I wonder if the tei-emacs package on the TEI software site contains patches
to emacs and psgml besides what is contained in Otfried Cheong's oc-unicode
package?

Anyway, the package on the TEI software site is not tied to NTemacs. You can
get a step-by-step description of how to install Mule-UCS at
http://www.cs.uu.nl/~otfried/Mule/. It can be installed on most current
emacs'en, I've tried a 20.6 on Linux and a 20.7 NTEmacs. SuSe users can
install an RPM, emacs-oc-unicode. Most current Linux and *BSD distributions
have already the required fonts installed, but there's a bit of work to do
if you're on NTEmacs; the package at the TEI site is probably your best bet
if you don't mind getting YASEST (yet another setup of emacs and SGML
tools).

BTW, the package that can be downloaded from
http://www.cs.uu.nl/~otfried/Mule/, oc-unicode-0.72.2.tar.gz, contains a
copy of Mule-UCS-0.72. There's a newer version of Mule-USC available,
ftp://ftp.m17n.org/pub/mule/Mule-UCS/Mule-UCS-0.84.tar.gz; I have not tried
it and can't make any recommendations.

why use these horrible encodings anyway? whats wrong with the default
utf-8, which emacs is well able to support?

look at the "tei-emacs" packaging of emacs, psgml etc on
http://www.hcu.ox.ac.uk/TEI/Software/. In there are including patches
to psgml etc which read the XML file's encoding attribute properly,
and take appropriate action. You load a normal XML file with no
encoding, it defaults to utf-8 mode.
