DOCBOOK-APPS: proposal to extend Olink

Did you ever find a need to form cross references
between DocBook documents? I've written a white paper that
proposes a scheme for extending the DocBook Olink element
to better support cross references between documents.

It's fairly long because it has  quite a bit of
detail, but there is an Executive Summary if you
want the short version.

I'm about to embark on implementing a prototype,
so any comments would be appreciated.
