If this is xml, you need something like the following command line with 

the XML option and XML declaration.


nsgmls -wxml -s /usr/lib/sgml/declaration/xml.dcl EditArticleWithEmacs.xml

Note: the comment Jirka made about the encoding must be true as other 
errors could occur if you were not getting that character error.
