Yes, I think I'm going to switch to a localization scheme that supports

   <language>_<locale>;<variation>

So you'll be able to specify

  en
  en_US
  en_US;htmlhelp
  en_US;slides

With fallback appropriately. (en_US;var -> en_US -> en)
