If you turn on the extensions I mentioned in my previous message and
set default.table.width to some real measure (like '6in'), the proportional
values should be converted correctly for you.

You can override the stylesheet default width with a PI:

<tgroup>
  <?dbfo table-width="3in"?>
  ...
