Actually, I got fop.bat to work in a DOS shell.
I just made sure that the directory containing java.exe
was in my PATH environment variable, and then I could run
this command from within the Fop-0.20.2 directory:

fop.bat bobtest.fop bobtest.pdf

I'm not happy with the quality of the pdf, so I
don't use fop much yet.
