Just as an FYI, I am using the 1.48 stylesheets with FOP 20.3 and I'm having
the same errors.

A little bit more information for Norm to fix this.
Here is the sequence of text nodes in the fo file.
Clearly the out-of-place Section-Title nodes
are the problem.
