They are (should be) in your SGML catalogs.  You just specify the
public id (eg"-//Norman Walsh//DOCUMENT DocBook HTML Stylesheet//EN"),
and the catalog resolver (in SP in this case) does the job of finding
the file.

The "docbook.dsl" here is just an entity name, not a path or filename.
A bit confusing, but well...
