Not to my knowledge.  I started to work on a DTD-customisation tool,
that could be made to merge DTDs as well.  It's still in design stage.

One may want to start by having a look at the slides for the
presentation I gave at the Documentation Summit in Bordeaux at the
beginning of July, that's the more recent material.
