If you know that target users will have Windows, you can generate HTML Help from DocBook. HTML Help is format used for on-line help in many Windows applications including Windows itself. HTML Help contains HTML pages and additional panes with ToC, index and full-text search. Starting from Windows 98 HTML Help viewer is standard part of Windows and you can also redistribute viewer on your CD. There is also Java-based JavaHelp with similar capabilities, but it's significantly slower and not so user-friendly as HTML Help. I saw also some Java-applet based search engines targeted for CD-ROM distributed collections of HTML pages.
