DOCBOOK-APPS: Problem - not generating Section TOC

Hi. . .  I'm having trouble getting my output (Using
Saxon/XSL1.53/FOP->PDF) to include section TOCs.  I have this in my
customization file:

<xsl:param name="section.autolabel" select="1"/>
<xsl:param name="toc.section.depth">3</xsl:param>
<xsl:param name="generate.section.toc.level">3</xsl:param>

But still nothing. . .  I looked at the XSL parameter reference, Bob
Stayton's XSL website and did a search on the list archives and from all
those it seems like what I have above should work.  Am I missing
something simple??  TIA!
