DOCBOOK-APPS: [QUESTION] new head element for the website DTD

hello,

i would like to use the following element within
the header section of each HTM document.

 <link href="/images/favicon.ico" rel="SHORTCUT ICON"/>

that element changes the icon that appears beside
a URL in the location bar of MS IE, Konqueror and
Mozilla.

is it possible to add that element to the next release
of the website DTD?
