Yes, use the html/docbook.xsl stylesheet and set the
'rootid' parameter to the id attribute value of
the element you want to output, like <chapter id="intro">.
It can write to standard output, will include a table
of contents for the chapter, and will even number
the chapter according to its location in the book.

However, it will lack the navigational header and footer
that chunked HTML files have.
