That's odd.  Is this HTML or FO output?
By default, the HTML output uses a <table>
to format calloutlist, unless 'callout.list.table'
is set to zero.  The table cells should be side by side.
And FO output uses a list-block,
which puts them side by side as list-item-label and
list-item-body.
