On line 660 (or thereabouts) of fotex.xmt, in version 1.21 of PassiveTeX ,
you'll find a line that reads
\gdef\FOleaderlength{}
Change this line to
\gdef\FOleaderlength{\z@}
I don't konw why this works, but it does.
