It's just a guess, but did you try to put the current Xalan in the
'endorsed' directory or setting the commandline parameters respectively as
described e.g. on

ANT probably finds the Java 1.4 included Xalan-Beta first, not considering
what you telling it with the CLASSPATH at all (see e.g.
http://xml.apache.org/security/install.html under "Using JDK 1.4.0").
