That means the specifications original in the specifications file fo/titlepage.templates.xml (that's .xml), where you will find font-size="&hsize5;" (24.8832pt) for the title on bibliography recto title pages. You can change this in one of two ways. 1. You can edit titlepage.templates.xml and regenerate titlepage.templates.xsl. If you are maintaining changes for other title pages, then adding bibliography changes is a small addition. The process for doing this is described in: http://www.sagehill.net/xml/docbookxsl/HtmlCustomEx.html#HTMLTitlePage (for HTML, the process is the same for FO) 2. You can replace the appropriate template in your customization layer. If this is your only change to title pages, then it is easier. The template you should copy and modify is: <xsl:template name="bibliography.titlepage.recto"> from fo/titlepage.templates.xsl.
