Possible bug in fo stylesheets and/or passivetex 1.24

I can't verify this with the docbook-xsl-1.61.2 because I can't get it
to work at all with passivetex-1.24 (*) but under docbook-xsl-1.60.1 if
ulink is set for footnote URL's, ulinks inside a sidebar in an
appendix are each assigned footnote numbers, but the URLs do not
appear in the footer.

(*) the error that kills passivetex looks like this:
