Two similar ideas come to mind.
Annotea from W3C. http://www.w3.org/2001/Annotea/
and the
http://annotations.xmlschemata.org/nph-med.cgi/http://books.xmlschemata.org/relaxng/page2.html

used to annotate a book whilst its under development.
