Thanks for the link!  That explains what I'm seeing
and I was able to come up with a work-around for my set up.

For anyone following this thread, if you have Acrobat Distiller
installed, you can work around this problem. After running fop, open the PDF
file
with Acrobat Reader.  The images will not display, but there will be
white space where the images are supposed to be.

Then, do a File -> Print from Acrobat Reader and print to the Acrobat
Distiller as the "Printer".  This creates a second PDF file and if you
open this PDF file with Acrobat Reader, the images will appear.

Now I need to figure out if I can automate this procedure.
