I am using Saxon on my book.xml to generate book.fo and using fop to
generate book.pdf with tables, images, ...:

java ... com.icl.saxon.StyleSheet
-x org.apache.xml.resolver.tools.ResolvingXMLReader
-y org.apache.xml.resolver.tools.ResolvingXMLReader
-r org.apache.xml.resolver.tools.CatalogResolver
fop.extensions=1
..

java org.apache.fop.apps.Fop
..
