That's the one I get right now with
	apt-get install docbook-website/unstable

It gives me:

warning: failed to load external entity "file:///usr/share/xml/docbook/stylesheet/nwalsh/html/docbook.xsl"
compilation error: file file:///usr/share/sgml/docbook/custom/website/2.4.0/xsl/website-common.xsl line 23 element import
xsl:import : unable to load file:///usr/share/xml/docbook/stylesheet/nwalsh/html/docbook.xsl

which looks a lot like the bug you reported...?
