You are correct, you can't point to just the document currently. I think there is only one situation where omitting the targetptr attribute would work. If the baseuri of that <document> element in the olink database file ends in .html or .htm, then it could be used alone. Otherwise I think the stylesheet should still generate an error because it would not have enough information to resolve the link. For example, a baseuri for chunked output would more likely be a directory name, and one cannot assume that an index.html will be there.
