OT: XML decl. in DTD

Recently I stumbled over a DTD and was surprised to see that there was an XML
declration like "<?xml version="1.0" encoding="UTF-8"?>" at the top of the DTD
file.

In looking over the XML 1.0 specification I get the impression that this might
be correct but I'm not completely sure.

Any opinions?

What would happen if an XML file contains a different encoding 
(<?xml version="1.0" encoding="ISO-8859-1"?>)?
